South Carolina's waste tire regulations are governed by SC DHEC Regulation 61-107.3 โ the Solid Waste Management: Waste Tires regulation. If your business generates, transports, or processes waste tires, this regulation applies to you. Here's what you need to know.
Who Does This Regulation Apply To?
SC DHEC Regulation 61-107.3 applies to four main categories of businesses:
Generators
Any business that produces waste tires โ tire shops, auto dealers, fleets, farms, construction companies, municipalities.
Haulers
Any person or company that transports waste tires for compensation. Must be registered with SC DHEC.
Processors
Facilities that shred, granulate, or otherwise process waste tires. Require a separate facility permit.
End Users
Facilities that use tire-derived fuel (TDF) or recycled rubber products. Subject to specific end-market requirements.
Key Requirements for Generators (Businesses)
500-Tire Storage Limit
Most generators are limited to storing no more than 500 waste tires on-site at any time without additional permitting. Exceeding this limit without authorization is a violation.
Use a Registered Hauler
All waste tires must be transported by a SC DHEC registered hauler. Using an unregistered hauler โ even if you paid them โ can expose your business to liability.
Manifest Documentation
Every tire pickup must be accompanied by a signed manifest documenting the generator, hauler, tire count, and destination. Retain copies for at least 3 years.
Mosquito Prevention
Tires stored outdoors must be managed to prevent water accumulation โ a breeding ground for disease-carrying mosquitoes. Cover piles or store tires in a way that prevents standing water.
Hauler Registration Requirements
To legally haul waste tires in South Carolina, a company must obtain a Waste Tire Hauler Registration from SC DHEC. Requirements include:
- โข Completed application with DHEC
- โข Proof of adequate insurance coverage
- โข Annual registration renewal
- โข Annual reporting of tire volumes hauled
- โข Maintenance of manifest records
