Business Guide

Tire Recycling for Businesses in South Carolina

What every SC business that generates waste tires needs to know about compliance, documentation, and finding a reliable hauler.

If your business generates waste tires โ€” whether you're a tire shop, auto dealer, fleet operator, farm, or any other commercial operation โ€” you have legal obligations under South Carolina law. This guide covers everything you need to know to stay compliant and protect your business.

Who This Applies To

SC DHEC waste tire regulations apply to any business that generates, stores, or transports waste tires, including:

โœ“Tire retailers & shops
โœ“Auto dealers & used car lots
โœ“Fleet operators & trucking companies
โœ“Auto repair shops
โœ“Farms & agricultural operations
โœ“Construction companies
โœ“Municipalities & counties
โœ“Landfills & transfer stations
โœ“Car auctions
โœ“Rental car companies

The 500-Tire Storage Limit

Under SC DHEC Regulation 61-107.3, most businesses are limited to storing no more than 500 waste tires on-site at any time without additional permitting. This is a hard limit that DHEC enforces.

โš ๏ธ What This Means for Your Business

A busy tire shop can hit 500 tires in a matter of weeks. If you don't have a reliable hauler picking up regularly, you could be in violation without realizing it. Schedule regular pickups to stay under the limit.

The Manifest Requirement

Every time waste tires leave your property, a signed manifest must accompany the load. This document records:

โœ“Your business name and address
โœ“The hauler's name and DHEC permit number
โœ“Number and type of tires
โœ“Date of pickup
โœ“Destination facility
โœ“Signatures from both parties

Keep your manifest copies for at least 3 years. In the event of a DHEC inspection or complaint, your manifests are your proof of compliance.

Always Use a Registered Hauler

This is the most important rule: always verify that your tire hauler is registered with SC DHEC before they pick up your tires.

If you use an unregistered hauler and those tires end up illegally dumped, you could still face liability โ€” even though you paid someone to dispose of them. The manifest and the hauler's permit number are your protection.
